Speaking to The Daily Telegraph, Mr Johnson announced he was breaking his silence about how he thinks Brexit will make Britain the "greatest country on Earth".

Labour's Chuka Umunna, leading supporter of Open Britain, which is campaigning for continued single market membership, said: "Boris Johnson had a chance to vote to deliver the £350 million extra a week for the NHS in February, and he refused to do so".

There is also a debate about outstanding payments to the European Union budget.

He said: 'Once we have settled our accounts, we will take back control of roughly £350 million per week.

During the campaign Johnson was accused by remainers of telling "whoppers" as a result of the promise. But the figure was widely discredited, and even arch-Brexiteers such as Nigel Farage disassociated themselves from it. The government itself has made no move to promise such a financial injection for the health service as a result of Brexit.

As a key player with Vote Leave, the smaller of the two major Leave campaigns during the Brexit referendum, Johnson made a pledge to subtract £100m a week from Britain's £350m gross contribution to the European Union budget and give it to the National Health Service.

On trade, he claimed that Britain will be able to "get on and do free trade deals" around the world, especially with Commonwealth countries.

And he called on the chancellor, Philip Hammond, to make changes to the fiscal system.

The Conservative Cabinet member also said Britain should use the "opportunity of Brexit to reform our tax system" and highlighted that the Bank of England's chief economist said in 2015 that the system is "skewed so as to discourage investment".

Mr Johnson does not mention plans for a transition period after Britain leaves the bloc in March 2019 and argues there is no need to pay for market access.

Critics warned there is "absolutely no chance" of the £350 million pledge being delivered and said Mr Johnson was untrustworthy.

One Downing Street source said: "Boris's views are well known".

His intervention, exactly one week before the prime minister makes a major speech on Brexit in Florence next Friday, raised more than a few eyebrows among politicians and commentators.

Boris Johnson set out his vision for a "glorious" Brexit last night in what will be seen as a challenge to Theresa May's authority and the opening shots of a campaign to replace her.

He said that critics were wrong to think that the United Kingdom might "bottle it".

"Well, in so far as they doubt our resolve, I believe they are wrong", he declared.
