Millions more in the Virgin Islands and Puerto Rico, still reeling from Hurricane Irma earlier this month, have another day or two to prepare for the storm, forecasters said.

Maria arrives about two weeks after Irma's eye crossed St. Martin and the British Virgin Islands with 185 miles per hour winds, narrowly missing Puerto Rico.

Maria doesn't have the historic size and strength of Irma, and its hurricane-force winds extend outward up to 25 miles - short of the 70 miles such winds extended from Irma's center. The mammoth storm was moving west-northwest at 9 miles per hour.

President Donald Trump approved an emergency declaration for the island and ordered Federal Emergency Management Agency to assist the commonwealth.

Dominica has a total population of 73,000 residents. But forecasts so far in advance can be more than 200 miles miles off.

Hurricane Irma broke weather records when it sustained winds of 295km/h for more than 33 hours.

Ms Coleby said just 5,000 people call Montserrat home, and that she has lived on the island for more than 10 years.

"This is not a system that will linger very long".

The government opened all the island's shelters. Now those evacuees and native Puerto Ricans are bracing for another powerful hurricane. Almost 70,000 people remain without power, and Gov. Ricardo Rossello warned of an island-wide outage. But there are six fewer shelters available post-Irma, since some schools still have no electricity. "This is going to be a catastrophic event".

Dominica authorities had closed schools and government offices and urged people to move from unsafe areas to shelters.

The territory's two other main islands, St. Thomas and St. John, which lie to the north of St. Croix, sustained widespread heavy damage from Irma, which killed more than 80 people in the Caribbean and the USA mainland.

Hurricane Harvey battered Houston and much of southern Texas after it arrived on August 24 near Rockport, Tex.

The NHC said Maria could produce a "dangerous storm surge accompanied by large and destructive waves" that will raise water levels by 1.2- to 1.8m when it passes through the Leeward Islands.

In St. Kitts and Nevis, Foreign Affairs Minister Mark Brantely tweeted that the islands are "praying for God's mercy". The US Virgin Islands and the British Virgin Islands are under warnings.

Mapp asked the public for prayers and urged St. Croix residents take cover in one of three emergency shelters on the island.

There are tropical storm warnings in effect for Antigua and Barbuda, Saba and St. Eustatius, St. Martin, Anguilla and St. Lucia.

The HMS Ocean is set to arrive in the area at week's end with 60 tons of government supplies.

Meanwhile, Hurricane Jose is expected to brush the Northeast coast, bringing high winds and rain from DE to MA.
