Manila: Philippine President Rodrigo Duterte on Saturday asked the head of the country's Commission on Human Rights (CHR) if he was a paedophile for focusing on the killing of teenagers in the government's bloody war on drugs.

At least 119 lawmakers from the lower chamber voted for the P1,000 budget for the CHR, led by Chito Gascon, for supposedly failing to do its job.

Duterte said he would provide a satellite office for the members of United Nations human rights body to allow them to monitor the legitimate operations carried out by policemen against criminals.

The government proposed slashing the budget of the Commission for Human Rights by less than half; Duterte's allies in the nation's congress went further, calling for its entire budget to be eliminated.

"I will, personally and through an official channel, invite the [people from] UN Commission on Human Rights...that they should have a satellite office here".

The Office of the President and the Department of Budget and Management has proposed over P600 million for the 2018 budget of the Commission on Human Rights (CHR).

"I will tell police station commanders, do not operate without a representative of the United Nations human rights commission and everybody must wear a camera so it will all be transparent". They designate people who will come here.

"In the Philippines, I continue to be gravely concerned by the President's open support for a shoot-to-kill policy regarding suspects, as well as by the apparent absence of credible investigations into reports of thousands of extrajudicial killings, and the failure to prosecute any perpetrator", he said.

The CHR has long said it lacks the manpower and resources to fully investigate the killings, the majority of which activists say are of users and small-time peddlers, with few high-profile arrests. "I will have no problem with that", said Duterte.

Duterte added that P600 million is enough to buy state-of-the-art cameras the size of a button that all policemen can wear 24 hours a day.

Duterte, whose bloody war against illegal drugs has earned him criticisms in the country and overseas, said he would allow representatives of the UNHRC and the media to witness police operations for the sake of transparency. "They allotted P1,000. I will tell them, just give that to the police because I will use it to buy cameras". Everything will be transparent.
