A critical threat level means another attack is "expected imminently" while a severe threat indicates an assault is highly likely.

Rudd cautioned that the investigation was ongoing and that Britain still faced a substantial threat even though the terror level had been reset to "severe" from "critical".

Officials say the forensic evidence raises new questions about the attack, such as whether the bucket bomb used in the attack was a type of explosive created to release deadly chemicals.

One of Scotland's most senior police officers has urged vigilance after the United Kingdom terror threat level was reduced from "critical" to "severe".

As the threat level to the United Kingdom from worldwide terrorism was redued from critical to severe, Assistant Commissioner Mark Rowley, National Lead for Counter Terrorism Policing provided the following update on the Parsons Green Investigation. For practical and precautionary reasons we made the decision that the increased resources will continue for the beginning of this week.

"Since the level was raised on Friday, we have had additional armed police officers on patrol across the country and the public should continue to expect to see these officers as we gradually scale back our policing response in keeping with the UK-wide operation".

Police earlier arrested an 18-year-old man in the departure lounge of Dover port in what they called a "significant" step and then raided a property in Sunbury-on-Thames, a town near London and about 6km from Hounslow. The second was arrested in Hounslow in west London shortly before midnight Saturday. They have not been charged or identified.

The bomb only partially exploded.

But the blast inflicted flash burns on passengers, and prompted dozens of others to flee in panic.

Officers were also searching an address understood to be Farroukh's home in nearby Stanwell, in Surrey, only metres from the outer boundaries of Heathrow airport.

Both Farroukh and the younger man, understood to be the suspected bomber, are believed to have spent time in foster care with Penelope and Ronald Jones, aged 71 and 88 respectively, who previously received MBEs for services to children and families. They have been honored by Queen Elizabeth II for their work on behalf of children.

Alison Griffiths, another local official, described the Joneses as "the sort of people who would never turn a child away, no matter what the circumstances".

They have recently helped refugees from conflict zones including Syria and Iraq.

The second search started Sunday afternoon and was linked to the second suspect.
