Pentagon Confirms South Korea Actually Considering Nuclear Rearmament”

Seoul, Sep 21 South Korea has chose to resume humanitarian aid to North Korea to help children and pregnant women, but didn't determine when to provide the Dollars 8 million worth of assistance amid tensions created by Pyongyang's nuclear and missile tests.

After a meeting between ministries and civilian experts, the government chose to support programs by the United Nations Children's Fund and the UN World Food Program for providing food and medicines to North Korean children and pregnant women, the Unification Ministry said.

Considering the tense situation in the region, South Korea said that it will decide when to actually provide the aid.

Ahead of the meeting, UNICEF's regional director for East Asia and the Pacific Karin Hulshof said in a statement the problems North Korean children face "are all too real".

Last week, U.S. Treasury Secretary Steven Mnuchin had said he would plan to impose financial sanctions against Chinese institutions if Beijing violates global embargo agreements.

The move is aimed at separating humanitarian assistance from the political issues dividing the two states.

"There's no way we can control them (the goods)", he said.

North Korea tested a suspected hydrogen bomb earlier this month with an explosive yield of several hundred kilotons, enough destructive power to level a city.

"Seoul has the principle of providing all of the $8 million to North Korea", a government official said, asked whether the size of the actual provision could be smaller.

South Korea's decision to mull over fresh aid to the North has also caused a rift of concern in neighboring Japan and the United States, according to government officials there, leading Japan Prime Minister Shinzo Abe to bring up the issue during a phone call with Moon last week.

The government decided at an interagency meeting to support infants and pregnant women in North Korea, citing a serious humanitarian crisis facing them, according to Seoul's unification ministry. Tensions are rising on the Korean Peninsula over Pyongyang's provocations, including its largest-ever nuclear test earlier this month and mid-range ballistic missile launches.

A coupon for 15 kg of gasoline sells for US$28.8 in Pyongyang, and one for 15 kg of diesel sells for $30.6, VOA quoted an e-mail from a Western diplomat on September 14 as saying.
