Scott Walker signed a multibillion-dollar package created to incentivize tech manufacturer Foxconn to build a factory in the state.

Hardly mentioned is that the deal exempts Foxconn from environmental impact statements, so there is no need to obtain permits to fill wetlands.

Foxconn Technology Group, the world's largest contract electronics manufacturer, is based in Taiwan and recently announced plans to build a $10 billion plant in Wisconsin to make flat-screen display panels. The plant's likely location will be in Racine County.

The Wisconsin Legislative Council, which studies the state's laws, raised questions about the legality of the bill. The areas of possible concern don't revolve around the size of the incentives package.

The law signed by Walker on Monday changes how environmental challenges and other potential legal cases over the factory would be handled, including automatically suspending any lower court orders until a higher court has weighed in.

However, spokesmen for both Walker and GOP Attorney General Brad Schimel said they did not think the law was unconstitutional and were not concerned, as the Sentinel reported. "We believe this is a constitutional measure which will provide prompt resolution of disputes and prevent frivolous lawsuits from stonewalling thousands of good-paying jobs", Evenson said. This compares to $2,457 per year in usual incentive deals.
