Police release new details into deadly shooting of deaf man”

Police Chief Bill Citty said Thursday that the fatal shooting of 35-year-old Magdiel Sanchez has raised "a lot of concerns" about training for officer interaction with people who have hearing or speech problems. Bo Mathews said at a news conference.

Witnesses told KOCO they believe Sanchez was confused because he couldn't hear the officers. "And, they proceeded on shooting him", said Julio Rayos, who lives just down the street. "I don't know exactly what the officers were thinking at that point".

Sanchez was shot and pronounced dead the scene.

It's being investigated by the department's homicide unit as a criminal case, as all officer-involved shootings are, Mathews said. He plans to meet with advocates to work toward better training.

Citty said Sgt. Barnes has the same rights as a civilian.

Witnesses could hear the officers ordering Sanchez to drop the pipe and get on the ground. When he was about 15 feet (4.5 meters) away from the officers, they opened fire - Lindsey with his Taser and Barnes with his gun, apparently simultaneously, Mathews said.

He said he didn't know how many shots were fired, but that it was more than one.

When asked why Barnes used a gun instead of a Taser, Mathews said he didn't know. He said it's possible Barnes wasn't equipped with a Taser.

Some of the department's officers wear body cameras, but neither of the two police officers at the scene were wearing them at the time.

A witness who followed the pickup led police to an address where Sanchez's father, who was driving the truck, had parked the vehicle. Sanchez's father did not have a driver's license, Citty said. It wasn't a person that he struck.

It's the fifth officer-involved shooting in the city this year, according to the Oklahoma City Police Department.

"As the police pulled up, we was all... screaming at the cops not to shoot", neighbor Julio Rayos told reporters. Police said they believe the object was created to be a weapon.

"The guy does movements", Rayos told The Oklahoman. That's how he communicates. "I believe he was frustrated trying to tell them what was going on".

The police were searching for a man who escaped after a traffic accident. The Sanchez family has hired an attorney to represent them. Sanchez walked into his front yard with a 2-foot length of metal pipe in his hand, police reported.

This is not the first shooting to draw attention to Oklahoma police in recent years.

Hall also was one of several attorneys who represented victims of Daniel Holtzclaw, a former Oklahoma City police officer who was convicted a year ago of raping or sexually assaulting eight black women on his beat in northeast Oklahoma City.

In May a jury acquitted a white former Tulsa police officer, Betty Jo Shelby, who shot and killed unarmed black motorist Terence Crutcher in 2016 while he was walking away with his hands up. Much like in the Sanchez killing, another officer nearly simultaneously fired a Taser at Crutcher when Shelby fired her gun.
