North Korean Foreign Minister Ri Yong-ho, who had earlier compared Mr Trump's speech to "the sound of a barking dog" has warned that Pyongyang could test a hydrogen bomb in the Pacific Ocean in response to the USA president's threat.

Trump's announcement of US action came as he met on the sidelines of the U.N. General Assembly with leaders from South Korea and Japan, the nations most immediately imperiled by North Korea's threats of a missile strike.

Returning insult with insult, Kim said the president was "unfit to hold the prerogative of supreme command of a country".

North Korea has been testing missiles at an unprecedented rate, and conducted its sixth nuclear test despite global condemnation.

"No bank in any country should be used to facilitate Kim Jong Un's destructive behavior", Mnuchin told reporters.

Such a test with a live warhead would tell North Korea's engineers whether their bomb design can survive the rigours of flight and re-entry into the Earth's atmosphere, says Michael Elleman, a missile defence expert at the International Institute for Strategic Studies.

But the speech was textbook Trump, dividing the globe into friends and foes and taking unflinching aim at America's enemies.

North Korea's foreign minister likened Trump to a "barking dog" in response.

The United Nations Security Council had also condemned the recent launch of another ballistic missile by the Democratic People's Republic of Korea (DPRK) and called on the country's leadership to halt such activities and explore resumption of honest dialogue on de-nuclearisation.

Mr Trump's executive order expanded the Treasury Department's ability to target anyone conducting significant trade in goods, services or technology with North Korea, and to ban them from interacting with the U.S. financial system.

Kim seemed to take umbrage that Trump was personally insulting him.

Kim essentially says that he expected better of Trump.

The U.S. Treasury Department now had authority to target those that conduct "significant trade in goods, services or technology with North Korea".

Kim offered some unsolicited advice to Trump as well.

I'd like to advise Trump to exercise prudence in selecting words and to be considerate of whom he speaks to when making a speech in front of the world.

The North Korean leader earlier labelled Trump "mentally deranged" and a "dotard" after Trump threatened to destroy his country.

In a country where Kim's word is law, the message seems clear: This will not stand.
