Andrew Cuomo plans to travel to Puerto Rico with emergency response officials to help out with recovery efforts on the island ravaged by Hurricane Maria.

He says hysteria is starting to spread and the hospital is at capacity and people are going to start dying.

Gov. Cuomo boarded a plane to Puerto Rico Friday morning with a raft of aid workers on a mission to assess the damage wreaked by Hurricane Maria and help the devastated island.

Maria is a Category 3 storm and is expected to stay well off the East Coast, but the system is generating swells along the southeastern coast.

In Puerto Rico, officials are rushing to evacuate tens of thousands of people living downstream from a failing dam. "We're bringing large scale generators with us that can power necessary facilities and 36,000 bottles of water, 10,000 meals that are ready to eat, 3,000 canned goods, 1,400 cots, 1,400 blankets, 1,400 pillows and 1,400 flashlights".

A New York City emergency management team and urban search and rescue task force will also be working alongside the National Guard.

Teams will conduct damage assessments of the island's generation, transmission and distribution system, the governor's office said, prioritizing restoration and rebuilding work and coordinating works between NY and Puerto Rico-based utilities as well as federal agencies including the Department of Homeland Security, Federal Emergency Management Agency and Department of Energy. "Puerto Rico has endured an horrific ordeal and we are lucky to have a friend like Governor Cuomo and New York State who we share a close bond and deep history with".

"I want every New Yorker to know that anything this state can do for Puerto Rico we will do", he said before boarding the first available flight to the island.

Drones and drone pilots from the DEC will also be sent to assist with the assessment and reconstruction of Puerto Rico's power grid.
