Claiming that North Korea either possesses, or is on the verge of possessing, a hydrogen bomb that could sooner or later be mounted onto a missile, Abe warned that the rogue state's nuclear program represents a "serious blow" to the nonproliferation regime.

Japan's leader is urging global unity in pressuring North Korea to give up its nuclear weapons.

Japanese Prime Minister Shinzo Abe urged all United Nations member states Wednesday to block North Korea's access to "the goods, funds, people and technology" necessary for its nuclear and missile development programs.

"Now is not the time for dialogue".

Glosserman called Abe's relationship with Trump "the gold standard - in terms of getting on side with the president of the United States, probably no one has come closer than him".

Trump vowed Tuesday to "totally destroy North Korea" if the U.S.is forced to defend itself or its allies.

The prime minister said that the new sanctions passed by the U.N. Security Council on September 11, including a cap on the North's oil imports, are "nothing more than the beginning".

Chief Cabinet Secretary Yoshihide Suga has said: "We greatly appreciate President Trump's approach to changing North Korea's policy stance, denuclearising the country and calling on the worldwide community, including China and Russian Federation, for their cooperation toward strengthening pressure on North Korea".

Abe and Trump are scheduled to hold talks on Thursday, followed by a trilateral meeting that will also include South Korean President Moon Jae In.

Abe reiterated Wednesday that Japan consistently supports the USA stance that "all options are on the table".

"Japan will avoid overt criticism of South Korea's aid move to give the impression of a harmonious three-way relationship with the United States, while being quite frank with Seoul behind the scenes that it's not happy", said Yasuhiro Izumikawa, professor of the Faculty of Policy Studies at Chuo University in Tokyo. "In what hope of success are we now repeating the very same failure a third time?" he said.

Abe demanded that all states strictly and fully enforce the series of U.N. Security Council resolutions targeting North Korea, saying the world must unite to make Pyongyang change its policies. The resolution instead caps the country's oil supply and targets its sources of foreign currency.

China and Russian Federation have called for talks with North Korea even while backing progressively stronger United Nations sanctions.

In the meantime, Abe is widely expected to dissolve the House of Representatives at the start of an extraordinary session this week, calling a general election.

"Whether we can stop North Korean provocations depends on the global community working together", he said.

The North Korean issue took up more than 80 percent of Abe's 16-minute speech.
