Atmospheric tests of nuclear-armed missiles, as NPR's Geoff Brumfiel reported, are unsafe for a host for reasons, including the potential for sending nuclear fallout in unpredictable patterns and, if a test were to be administered by North Korea, in the direction of the U.S.

"It could be a natural quake that really was man-made as the nuclear test would have transferred a lot of stress", he said.

Saturday's seismic activity came just hours before North Korea's Foreign Minister Ri Yong Ho - who warned on Thursday that North Korea could consider a hydrogen bomb test of an unprecedented scale over the Pacific - was due to address the United Nations General Assembly in NY.

The September test was North Korea's sixth and most powerful detonation, triggering a much stronger 6.3-magnitude quake that was felt across the border in China. "A key method is to look at the seismic waves or seismic acoustic waves and the latter can be detected in the case of a manmade natural disaster".

The latest quake was recorded at a depth of 0km in North Hamgyong province, home to the Punggye-ri nuclear site, South Korea's meteorological agency says.

China's official Xinhua News Agency said the country's seismic service detected a magnitude 3.4 quake in North Korea and saw the likely cause as an explosion. The president's office did add that "analysis is still ongoing so we will keep you posted". We can not conclusively confirm at this time the nature (natural or human-made) of the event. The latest test was followed by a second magnitude 4.1 quake that experts said could have been caused by landslides or a tunnel collapsing after the explosion.

A secondary tremor detected after that test could have been caused by the collapse of a tunnel at the mountainous site, experts said at the time.

The U.S. Geological Survey said that it detected a magnitude 3.5 quake in the area of previous North Korean nuclear tests, but that it was unable to confirm whether the event was natural.

Resuming peace talks was just as much a part of the United Nations resolutions as enforcing sanctions, Mr Wang said, according to a statement issued by China's Foreign Ministry late on Friday.

Until now, the North has not tested its missiles and nuclear weapons together, opting instead to fire them separately - the missiles above ground and the nuclear weapons below.

North Korea has launched dozens of missiles this year, several of them flying over Japan, as it accelerates a weapons program aimed at enabling it to target the United States with a nuclear-tipped missile.
