But as Maria continues to rip through the Caribbean, several islands - some battered by their second major hurricane in as many weeks - awoke Thursday trying to assess the damage yet another storm has left behind.

The people of this island nation of 71,000 are desperate, and some are still in shock.

Roosevelt Skerrit cried as he spoke to a reporter on the nearby island of Antigua. Puerto Rico's governor has declared a state of emergency ahead of that landfall, which will likely happen Wednesday.

Helicopter support is needed to airlift in supplies, with immediate needs ranging from food for babies and hygiene kits to generators and construction materials, the premier said.

At least 15 have died. Both numbers are expected to rise, he said.

"That's one of our concerns", he said. "There are no generators, they have been set aside because of the flooding", he said.

Mr Skerrit said Dominica "is going to need all the help the world has to offer". "They could only tell few names at a time".

"Generally speaking, the United States gets about a D+ for things like this", Shandas said.

Dominica's mountainous crags also exacerbate the risk of lethal landslides triggered by Maria's remnant rains.

Now, "we have no water, no electricity, very limited communications", Skerrit said.

A hurricane warning from the NHC remains in effect for Guadeloupe, Dominica, St. Kitts and Nevis, Montserrat, the U.S. and British Virgin Islands, Puerto Rico, Culebra, and Vieques. Two people were killed and two remained missing Wednesday, though the death toll is expected to climb.

A "potentially catastrophic" Hurricane Maria is now a Category 5 storm, packing 160 miles per hour winds - with even higher gusts - as it nears Dominica and takes aim at the U.S. territory of Puerto Rico.

"On the forecast track, the eye of Maria will move over the northeastern Caribbean Sea today, and approach the Virgin Islands and Puerto Rico tonight and Wednesday", the NHC said in its overnight updates, adding that it would be "an extremely risky category 4 or 5 hurricane" as it bears down on the Virgin Islands and Puerto Rico. "We are strong and we are resilient".

The storm's center passed near or over the U.S. Virgin Island of Saint Croix overnight Tuesday.

Haiti and The Bahamas also received smaller payments.

HURRICANE Maria has followed a similar path to the deadly megastorm Irma - posing a "catastrophic" threat to everything that stood in its way. The mammoth storm was moving west-northwest at 9 miles per hour.
