"More than ever, the world needs to take a strong stand and push Myanmar and its security forces to end the horrors they are inflicting on the Rohingya population", the Amnesty official said.

The Myanmar government has stopped global non-government groups (INGOs), as well as United Nations agencies, from carrying out most of their work in the north of Rakhine state, citing insecurity since the August 25 insurgent attacks.

Those who have made it to Bangladesh have brought with them multiple accounts of murder and systematic arson of their villages by Myanmar soldiers and mobs of ethnic Rakhine, who are Buddhists.

Rights groups say about half of more than 400 Rohingya villages have been torched in the violence.

But the military say they are targeting only militants.

Access to Rakhine by relief agencies and global media has been heavily controlled by Myanmar's army and government, making it hard to assess the situation there. But humanitarian groups say that, in addition to those who have fled to Bangladesh, many people are displaced within Rakhine and hundreds of thousands lack food, shelter and medical care.

The Rohingya are an ethnic minority in Myanmar and are not officially recognised by the government as citizens and for decades Myanmar's Buddhist majority has been accused of subjecting them to discrimination and violence.

The police told the BBC that 40 people were on board, adding that nine of the victims were children and the rest were women.

"The government-organised visit was postponed to next week because of weather conditions", a spokesman from the Office of the UN Resident Coordinator in Myanmar said, without giving further details.

"During my meetings with Aung San Suu Kyi and others, I strongly emphasised the need for Burma to heed the security council's call to end violence and allow humanitarian access to those in need of aid".

After face-to-face talks in the capital Naypyidaw, Mr Field - the first foreign minister from outside the region to meet Ms Suu Kyi since the crisis began - said he had conveyed the UK's government dismay at events.
