Britain's leading business and union bodies jointly urged the British government and European Union on Thursday to guarantee their citizens' rights after Brexit takes place in March 2019.

"We're not yet at the stage where we can say that sufficient progress has been made to allow us to talk about the new relationship and trade", Varadkar added.

Those issues will be discussed but recent developments will make this a more political gathering than originally planned.

The UK side is increasingly frustrated at the its ability to be able to prove sufficient progress.
