A YouTube spokesperson says this is supposed to curb abuse of the cards by letting the platform individually evaluate channels before allowing them. Some creators have since turned to crowdfunding sites such as Patreon for a more stable income, but it turns out that YouTube is making it more hard for YouTubers to promote these pages. Users must now join the YouTube Partner Program in order to add end cards with external links - a common way for YouTubers to point fans toward merchandise or Patreon pages. Similar to previous YouTube policy updates, even this one has caused massive confusion among YouTubers.

In this way, and from now on, for YouTube to offer a video end-card that targets platforms like Patreon, YouTubers should join the YouTube partnership program. Many users thought that the platform only allowed card for the channels that run ads, but that's not the case.

Others view the change as an unfair move to creatives who upload for monetization, specifically by using this end card feature.

YouTube's interface now tells users to enable their channel for monetization if they want to add links, which has further muddied the waters. Either way, this is no way means that YouTubers can't put an external link in the video, it only means that they can no longer put external links in the end cards without the approval. Putting links in the video description just isn't the same as placing them in the middle of the screen where viewers can't ignore them.

There has been friction between YouTube and its content creators for several months now, with many critical over the way in which videos have been demonetized over content that is not advertiser-friendly, with Call of Duty video makers heavily affected. Additionally channels do not have to actually monetize any videos as part of this requirement.
