According to EESL, Tata Motors was selected through an worldwide competitive bidding aimed at increased participation.

In August 2017, Energy Efficiency Services Ltd (EESL), a venture set up under Ministry of Power to facilitate implementation of energy efficiency projects, invited the tender bids for supplying electric vehicles (EV) for government departments. "Nissan (Motor Co. Ltd) could not qualify for the bid as they could not indicate what product they are going to offer", said Saurabh Kumar, managing director of EESL.

The vehicle will be provided to EESL for Rs. 11.2 Lakh, which will be inclusive of the Goods and Services Tax (GST) and comprehensive five year warranty, which is 25percent below the current retail price of a similar e-car with three year warranty.

Each auto will be supplied at Rs 11.2 lakh, inclusive of the goods and services tax and a five-year warranty, The Economic Times reported.

Though Tata Motors has no EVs at present in India, the company with its wholly-owned UK-based subsidiary Tata Motors European Technical Centre (TMETC) had unveiled Tiago EV concept earlier this month in the UK. Using a liquid cooled 85kW electric motor, the hatch develops 200Nm of torque and Tata claims a range of around 100 km. The firm was chosen through an worldwide competitive bidding contest as part of the government's plan to cut demand for fossil fuels and reduce carbon emissions. The contract valued at ₹ 1120 crore is said to be world's largest single electric vehicle procurement.

"While the order is a big positive for Tata Motors and sends out a strong signal with regard to government's intent on electric vehicles, the policymakers have to think through the impact of such a rapid shift", said Harish H.V., partner at consulting firm Grant Thornton. The company has bagged the order following an global competitive bidding, pipping Mahindra & Mahindra (M&M) and Nissan.

Recently, EESL modified the terms of the tender document by changing the eligibility terms to widen the scope to include more cars.

Apart from continuing to aggregate demand, EESL will also be responsible such as coordination between appointed agencies, monitoring and supervision, reporting, complaint redressal and payments, it said.

These electric cars will replace the petrol and diesel cars used by government and its agencies over a three to four-year period. The total number of vehicles used by the government and its agencies in the country is estimated to be 5,00,000.
