The Jones Act is an obscure, century-old law that requires all goods ferried between US ports to be carried on ships built, owned and operated by Americans.

"We're thinking about that", Trump told reporters when asked about lifting the Jones Act restrictions on Wednesday.

The delivery of relief supplies has been hampered by roads rendered impassable by fallen trees or flooding.

Thousands of Puerto Ricans received water and rationed food this week as an aid bottleneck began to ease, while telecommunications have been restored for about 30 per cent of the island and almost half of the supermarkets have reopened, although many for reduced hours.

The Jones Act was waived earlier this month to provide relief assistance prior to Hurricane Irma's landfall, DHS said.

At the request of Puerto Rico Governor Ricardo Rossello, President Trump has authorized a Jones Act waiver for Puerto Rico.

"Right now we are in emergency mode".

The Trump administration initially said a waiver was not needed for Puerto Rico because there were enough US -flagged ships available to ferry goods to the island.

He joined the growing list of officials who argued that lifting the the Jones Act - a federal law created to protect the financial interests of United States shipbuilders by limiting shipping by foreign vessels - would help expedite supplies to the ravaged island. Some residents say it is only going to get worse.

As a result, the costliness of adhering to the Jones Act inflates prices paid by Puerto Ricans and impacts the cost of living on the island as a whole.
