European Union parliament to denounce lack of progress on Brexit talks”

MEPs meeting in Strasbourg, France, will vote on a resolution calling on European Union leaders to postpone a decision, scheduled for a summit on October 19, on whether to move on to the next phase of talks.

Talks regarding Britain's exit from the EU have failed to make enough progress to allow negotiations to proceed to the next phase, European Commission President Jean-Claude Juncker and EU chief Brexit negotiator Michel Barnier said Tuesday.

"We can not talk about the future without any real clarity", Mr Juncker said in a hearing on Tuesday at the European Parliament in Strasbourg, France.

In Florence the prime minister pledged that the United Kingdom will honour all financial commitments it entered into as a member of the club, and also asked European Union leaders for a two-year transition period on current membership terms.

Updating the parliament on the progress of the talks today, Mr Barnier said: "From the first day we've known that these negotiations are extraordinary that they are very complex that they are going to have very heavy consequences and often these consequences are underestimated".

"The negotiators made good progress on citizens' rights but the indispensable role of the European Court of Justice in guaranteeing those rights still needs to be agreed", he told MEPs.

"We have not yet made the sufficient progress needed", Juncker said. "The taxpayers of the EU27 should not pay for the British decision", he told MEPs.

"There are still serious divergences - especially on the financial settlement", Barnier said.

The next or the fourth round of official UK-EU Brexit talks will begin next week and it will be the last one before the EU leaders meet for their October summit in Brussels on 19th and 20th.

European People's Party chairman Manfred Weber appealed to Prime Minister Theresa May: "Please sack Johnson, because we need a clear answer who is responsible for the British position".

He said: "Who shall I call in London, who speaks for the government?"

A fifth round of Brexit negotiations is expected to begin on October 9 but Juncker's comments suggest a breakthrough is unlikely before the Council summit on October 18.
