But whether they will be government-run stores like in Ontario's proposal or licensed private retailers hasn't been decided.

Justice Minister Kathleen Ganley unveiled the government's proposed framework for legal weed Wednesday, with the province setting 18 as the legal age for consumption - matching the age for alcohol and tobacco use in Alberta. Cannabis wouldn't be sold in any store that handles liquor, tobacco or pharmaceutical drugs.

She says it would be more costly for government to build a retail chain of shops from scratch but it could miss out on tax revenues down the road if it isn't in on retailing pot from the start.

He says selling cannabis only in government-run shops would be "going back in time" to the way alcohol was sold before Alberta privatized its liquor retailing system in 1993.

The federal Liberal government has set July 1, 2018 as the date for legalization of legal marijuana but has left numerous details to the provinces.

Premiers have said that if the provinces are on the hook for the lion's share of the cost of regulation and enforcement, they should get the bulk of the tax revenue.

Although there will be provincewide restrictions on where cannabis can be used in public with an emphasis on protecting children and limiting second-hand exposure, municipalities will be permitted to introduce additional restrictions on public consumption. New Brunswick has said it will use a Crown corporation model, and a legislature committee has recommended the minimum age be 19.

Adults would also be able to possess and purchase up to to 30 grams at once, though Ganley clarified there are no plans to limit how much can be kept at home.

There would be zero tolerance for youth possession. Young people caught with five grams or less would get a ticket and their parents would be told. Those who had more than five grams would be subject to Criminal Code penalties.

The Opposition United Conservative Party said Alberta residents need to know how the government will keep cannabis out of the hands of young people.

Albertans that want to grow their own plants will be limited to four, no taller than one metre high.

"We need to be working collaboratively with those who will be directly impacted by these changes to ensure that we can keep our communities safe and healthy".
