Bodycam footage revealed that Harmon was fleeing the scene and gunned down, and the Salt Lake City District Attorney did not find the officer at fault which has civil rights groups and others in an uproar.

According to VICE, charges were dropped against the officers; despite the video, their deadly actions were found to be justified. "They are lying. Its absolutely impossible they were debilitated by anything".

Both police and the district attorney's office say Harmon threatened officers with a knife. "He was only trying to get away".

The video, which is one of three body camera videos taken at the scene, shows officers asking Patrick Harmon to remove his backpack, with Harmon attempting to flee from police before they fired several shots at his back.

According to the Salt Lake Tribune, Harmon had cycled across six lanes of traffic and did not have a tail light, leading officers to stop him around 10:20pm. Officers then cuffed Harmon as he laid on the ground, moaning in pain. The officer radioed for backup after Harmon gave him a name that didn't register in the police computer. As the trio of cops sought after him, Harmon "turned rapidly" to confront them, as indicated by the Tribune.

The video does not pick up Mr Harmon making the alleged threat. Eventually the officer goes back to his squad auto, and Harmon admits to the officer that he may find a warrant out for a felon charge.

There was also another warrant out for Harmon when he did not comply with probation requirements after pleading guilty in a misdemeanor drug possession case, the records show. After officers confirmed that Harmon was wanted on a felony warrant, he tried to beg with officers not to arrest him.

After the law enforcement officials told Harmon they would be arresting him, he begged the officers not to send him to jail.

Officer Clinton Fox told investigators he was "terrified by how close Mr. Harmon was to the officers".

Harmon's family and activists disputed the officer's accounts.

"That officer disregarded his de-escalation training", said Lex Scott, a local Black Lives Matter organizer. "It's just brutal. How could anyone with eyes and ears believe that that officer was justified?"

Specialists declined to remark looking into it, yet Chief Mike Brown told the news outlet they "believe the procedure and bolster the choice from lead prosecutor Sam Gill".
