Trump paid a four-hour visit to the island on Tuesday, greeting local officials and offering consolation to residents who have been without power and, in many cases, drinking water since the storm struck on September 20.

Under that 1920s law, which has long strangled the island's economy, foreign ships coming from USA ports could not take supplies to the island. Thanks in part to its outdated infrastructure, the island lost electricity for weeks, and many places are unreachable because of downed trees and other debris in the road.

The Mexican foreign ministry said it would send about 30 tonnes of bottled water, insect repellant and other supplies to help the United States territory, where the monster storm made landfall on September 20, leaving more than 30 people dead and thousands homeless.

Damaged roadways and the lack of transportation also make it harder to move patients around or get them to the facilities where they can be treated. Already the death toll has more than doubled as reports of these casualties surface.

And it appears voters back the president's stance, adding weight to the argument that many Americans do not see the situation in Puerto Rico as a priority.

Mr Trump tweeted it had been a "great day" in Puerto Rico.

As Bloomberg noted, the idea that anyone could "wipe out" $74 billion in municipal debt, "billions of which are guaranteed by the island's constitution, would shake investor faith in a market long considered one of the safest of havens".

Known deaths from Maria in Puerto Rico stand at 34, The Associated Press reported.

It was only after a flurry of criticism in the media, and public reminders by Hillary Clinton and other politicians that Puerto Ricans are American citizens, too, that the White House scheduled a presidential visit to the island for October 3.

Wanting your legal rights as citizens in the form of federal government aid in a natural disaster isn't wanting "everything done for you".

After falling into recession a decade ago, Puerto Rico debt-financed its budget.
