Of New Orleans' 120 drainage pumps, a dozen - including three major pumps - were out of service Thursday morning for repairs or maintenance, according to the most recent records posted online by the city-owned Sewerage & Water Board.

Waterside sections of New Orleans, outside the city's levee system, were under an evacuation order.

A hurricane watch was in effect along some 360 miles of coastline between Morgan City, Louisiana and Walton County, Florida, according to the latest National Hurricane Center update.

New Orleans evacuated some residents from areas outside its levee system as Nate, a Category 1 hurricane, the weakest on a five-category scale used by meteorologists, churned towards the central Gulf of Mexico. Mayor Mitch Landrieu also ordered a mandatory curfew starting at 6 p.m. on Saturday and expiring at 6 a.m. Sunday. Some 26 backup generators were in place.

"Everybody in this area needs to prepare for hurricane force winds", said Mike Brennan, senior hurricane specialist with the NHC, adding, "we are very concerned about storm surge". Efforts to clean thousands of street catch basins have been stepped up, with vacuum trucks dispatched to various areas to suck out thick mud and debris.

Swells expected to affect the northwestern Caribbean over the weekend "are likely to cause life-threatening surf and rip current conditions", the U.S. forecasters said.

As the remnants of Hurricane Nate approaches the area from Monday afternoon through Monday evening, mainly between 2 pm on Monday and 2 am on Tuesday, another round of heavy rain of around an inch is possible across the local area.

Storm surge threatened low-lying communities in southeast Louisiana, eastward to the Alabama fishing village of Bayou la Batre.

During this time, key environmental factors - including higher ocean temperatures and reduced wind shear - often align to fuel especially powerful storms.

At least 5,000 are in emergency shelters in Costa Rica.

With maximum sustained winds of 80 miles per hour (130 kmh), Nate was about 345 miles (550 km) south-southeast of the MS river and expected to strengthen before it makes landfall, the NHC said. It was still a Category 1 storm but was expected to gain strength before making landfall.

After killing at least 22 people in Central America, the US regions of Alabama, Florida, Louisiana and MS declared states of emergency as the storm heads towards the US Gulf Coast.

A tropical storm watch is in effect east of the Okaloosa/Walton County Line to Indian Pass, FL.

Nicaragua's vice president and spokeswoman, Rosario Murillo, said that at least 15 people had died in that country due to the storm.

In neighboring Mississippi, Gov. Phil Bryant declared a state of emergency in six southernmost counties.

Officials in MS recommended evacuations for all low-lying areas and for people living near waterways and in mobile homes. The Mississippi Emergency Management Agency announced the opening of shelters on the coast Saturday.
