Sturgeon vows to help European Union citizens stay in Scotland after Brexit”

However, they will all be required to apply for a special ID card granting them the right to live in Britain.

The application fee for the document is expected to be approximately the same as a British passport, which is now set at £65.

Sturgeon promised that if the UK Government decides to charge for that status, Scotland's devolved public bodies will meet the costs.

Ms Sturgeon said the UK Government's failure to offer European Union nationals an unequivocal guarantee of their right to stay after Brexit was "morally indefensible" and "economically short-sighted".

"But though we do not yet control immigration rules, the Scottish Government will act where we can".

Scottish government would also pay any potential "settlement fee" for European Union citizens working in the public sector, first minister says.

The First Minister insists that there must be another vote after the Brexit deal is known - opening up the country for another divisive vote after 2019.

But today, asked about when she would make a judgement, she replied: "I think we will have to have some clarity towards the end of next year, because the exit point is March 2019 and Europe says, and I think Theresa May accepts this, there will be a period of ratification of whatever has been agreed".

But some party members are disgruntled and an SNP source said he expected an emergency motion on Catalonia, where some leaders are calling for a declaration of independence this week. Sturgeon said it still left the SNP 17 points ahead of Labour: "we're in a very strong position".

"Brexit against our will is a clear illustration of what can happen to a country that does not control its own affairs".

"I won't give any further consideration to the timing, until Brexit and the terms of Brexit become clearer, until we've got a clear line of sight about what all that means for Scotland", Sturgeon told the BBC.

Only a month later, May called the snap general election in which the Scottish Conservatives claimed a dozen new seats and the SNP lost 21 of theirs.

The news comes as new polling shows the SNP are struggling with their popularity after 10 years in power.

She said the 2016 Holyrood elections, reinforced by the 35 seats the SNP won in June, gave her a hefty mandate to stage one.

The Scottish Tories dismissed the offer as a "stunt".

The announcement came as her party conference got under way in Glasgow.

Sturgeon added: "Contrary to the claims of our opponents and some commentators, the SNP remains in an nearly unparalleled position of strength for a party which has been in office for a decade - indeed, polls show that we are in a stronger position now than we were at the same stage of the electoral cycle in previous years".

Today Deputy First Minister John Swinney will tell the party faithful in Glasgow that the party are the only "progressive" party in the United Kingdom at the moment and they are still making radical progress despite a decade in power.
