He said many providers used CQC inspections to improve their rating on re-inspection but safety of services remains a "big concern" and the NHS is "at full stretch" managing 21 century demands with a "20 century model of care".

Sir David Behan, CQC chief executive said: 'The fact that the quality of care has been maintained in the toughest climate that most can remember is testament to the efforts of frontline staff, managers and leaders'.

"The anticipated green paper on adult social care will provide the opportunity for Parliament, the public and professionals to consider how we can collectively develop an appropriately funded social care system that can meet people's needs, now and in the future".

"Adult social care requires more funding and in relation to the NHS we need new ways of working and that change needs to be supported by finances". Unless these needs are an integral part of the Government's plans for reform, we believe it will be impossible to find a sustainable solution, and that there is a genuine risk that we will sleepwalk into a crisis in social care in the near future.

Richard Murray, director of policy for The King's Fund, said the government's consultation on social care needed to set out costed options for putting social care on a sustainable footing for the future.

Launched in Westminster, the report is the CQC's assessment of health and social care in England and looks at the trends, highlights examples of good and outstanding care, and identifies factors that maintain high-quality care.

68% of mental health services rated "good", and 6% "outstanding".

However, Health Minister Philip Dunne insisted that the extra money already promised for social care, mental health and A&E services was "enough", reports the BBC.

Sir David said social care was under pressure from a 2% fall in the number of nursing home beds; an increase in the number of people with "unmet need" to 1.2m; and evidence that care companies are handing back contracts to local authorities because they are uneconomic.

"We are living longer but are not living healthier so I think what we are signalling is that the system now and into the future has got to deal with those increased numbers of older people who are going to have more than one condition".
