Israeli Prime Minister Binyamin Netanyahu's right-wing coalition government leans heavily on settlers and their supporters to maintain its thin parliamentary majority.

The units will be built in numerous settlements, including the contentious communities of Hebron, Migron and Beit El, on the outskirts of the de facto Palestinian capital, Ramallah, said an Israeli official who spoke on the condition of anonymity.

"In total, about 12 000 housing units will be approved in 2017, at various stages of planning and construction, four times the number in 2016", the official said.

An understanding between Netanyahu and President Trump whereby Israel seeks American approval for any new settlement construction is expected to bring an end to the routine condemnation that flowed from the Obama Administration. Around 37,000 Palestinians live in the same area and endure dozens of military checkpoints that severely limit their freedom of movement and they are affected by strict access restrictions imposed by the Israeli authorities to protect the settlers.

It is holy to both religions, with Old Testament figures including Abraham believed to be buried there.

Most of the plans are in the preliminary stages, including the first expansion of the Jewish settlement enclave in Hebron since 2002.

Most nations consider the settlements illegal.
