Putin signs decree to implement UNSC sanctions on North Korea”

On November 30, 2016, the UN Security Council unanimously adopted the Resolution 2321 in response to Pyongyang's fifth nuclear test on September 9.

Russian President Vladimir Putin has signed a decree to implement the UN Security Council resolution against North Korea, TASS reports.

In accordance with the resolution, additional worldwide sanctions have been imposed to curtail the development and supplies of resources for prohibited programs of the DPRK.

The decree presumes additional restrictions in compliance with the resolution, including on trade, economic, financial, scientific and technical cooperation with North Korea.

Russian Federation has thus suspended defense cooperation with persons and groups of persons representing the DPRK.

The decree will also affect cooperation in the area of science and technology, while collaboration in "nuclear science and technology, air-and-space machine engineering or state-of-the-art industrial technology and methods" will still be permitted in cases where it does not contribute to the North's nuclear- and ballistic-missile program. The EU also adopted a new range of sanctions against Pyongyang, which are created to punish the North for its "continued and accelerated nuclear- and ballistic-missile programs".

The North Korean-flagged Mangyonbong left the Russian port for North Korea's Rajin on Sunday, RIA said, citing the company's director general, Vladimir Baranov.

Russian Federation supported the United Nations sanctions against North Korea, and President Putin chose to sign a decree as a North Korean delegation arrived in St. Petersburg for the Inter-Parliamentary Union (IPU) assembly. Supplies of new helicopters and ships to the DPRK have been prohibited.
