Trump called the payments "a subsidy for insurance companies" and said it would be "time to negotiate health care that's going to be good for everybody".

Trump did not back down from his goal of repealing Obamacare and fulfilling a signature campaign promise, despite the GOP-led Congress' inability to agree on how to do that. "Congress needs to repeal and replace the disastrous Obamacare law and provide real relief to the American people". "That money is a subsidy to insurance companies", said Trump to a group of reporters outside the White House on Friday. "This will be great health care".

More than half of Covered California enrollees, 889,000 people, are enrolled in the silver plan, the only plan sold through the exchange that makes the cost-sharing subsidies available to consumers.

New Jersey's federal funds for navigators was cut by 62 percent, a bigger reduction than 40 other states, according to the Kaiser Family Foundation.

Cost-sharing reductions may seem like a fairly obscure element in the larger debate, but they're a key component of the Affordable Care Act, which helps cover middle-class consumers' out-of-pocket costs.

Technically, Trump ordered the departments of Labor, Health and Human Services and Treasury within 60 days to "consider proposing regulations or revising guidance, to the extent permitted by law", on several different options for expanding the types of plans individuals and small businesses could purchase.

The impact of these changes would be to set up a two-tier health insurance system: One where very healthy people could buy cheap insurance that would leave them vulnerable if their health suddenly changed; the other where the rest of us would face skyrocketing prices. Legislators in the opposing party, meanwhile, blasted his actions, with House Minority Leader Nancy Pelosi (D-CA) and Senate Minority Leader Charles Schumer (D-NY) calling the president's move "a spiteful act of vast, pointless sabotage".

Attorneys general from California, Connecticut, Kentucky, Massachusetts and NY are among those announcing they will file the lawsuit in federal court in California.

White House Chief of Staff John Kelly defended the president. "They're not going to be there forever".

But he said the USA will stand with Puerto Rico until the job is done.

Also Thursday, Kirstjen Nielsen, who previously worked for Kelly, was announced as the nominee for Homeland Security secretary. Pursuing ever-lower premiums, every association would likely incorporate in the most Wild-West-like state around, in the way that credit card companies tend to domicile in South Dakota.

Since his presidential campaign and almost nine months in office, Trump has persistently called for getting rid of the 2010 Obama law.
