House lawmakers could very well approve the Senate's budget measure as early as next week, which would formally kick off Republican's tax reform campaign in Congress.

The compromise would amend the Senate budget to allow for more defense spending in the first year, in line with the House budget, according to a House Republican aide.

The budget measure also would revive long-moribund efforts to permit exploration for oil in Alaska's Arctic National Wildlife Refuge, permitting legislation opening up ANWR to drilling to catch a ride on the popular tax measure.

The tax cuts would add up to $1.5 trillion to the deficit over the coming decade, however, as Republicans have shelved fears about the growing budget deficit in favor of a once-in-a-generation opportunity to rewrite tax laws. In contrast, the House called for a revenue-neutral proposal.

After the Senate passed the budget resolution, House Speaker Paul Ryan said it keeps the GOP "on the track to enacting historic tax reform", suggesting the House will take up the Senate bill rather than demanding a lengthy conference committee to address differences between the House and Senate legislation.

Donald Trump has hailed a key Senate budget vote as paving the way for the biggest tax cuts in USA history. The party holds a slim 52-48 majority in the Senate.

Republican lawmakers from high-tax states such as NY are also seeking compromise on repealing the deduction from federal taxes for state and local tax payments.

The House budget notably calls for tax cuts that do not add to the federal deficit, which the Senate's bill is likely to do. He's looking at whether or not they support Mitch McConnell as majority leader. An amendment to strip the drilling provision from the measure was rejected by a 52-48 vote, with moderate Republican Susan Collins of ME joining with Democrats who oppose opening the refuge. Casey said Trump responded by reiterating that his intention is to provide a large tax cut for the middle class.

Repealing the deduction is estimated to raise $1.3 trillion over 10 years. That framework would move the GOP a step closer to the tax overhaul it has promised.

"They are going to see that we are going to change the rules so it is simpler and so that a middle-income family pays less in taxes", Toomey said.

Approval of the nonbinding plan allows the Senate to use a special process known as "budget reconciliation" that would forestall a Democratic filibuster.
