In its response to the audit, the Sex Offender Registry Board said it works with law enforcement to locate offenders who violate registration requirements and that the existence of some unknown addresses "is inevitable because some offenders are unwilling to comply with the sex offender registry law".

It found that the board did not have current addresses for more than 1,700 convicted sex offenders, some convicted of child rape and assault.

"These failures mean the public has no way of determining if individuals who pose a significant risk of reoffending live in their communities", Bump's office said of the audit, "putting public safety at risk".

"Each year the SORB conducts more than a million name searches through its sex offender registry information process with agencies that are in search of offender information as part of their screening process", Browne said.

The committee is considering if they will take any legislative actions.

Bennett, whose secretariat oversees both the board and the State Police, said one answer might be instead for State Police to work with local police to step up efforts to find sex offenders who have fallen off the radar.

A 2015 Supreme Judicial Court ruling requires a standard of "clear and convincing evidence" in classifying convicted sex offenders.

"What's needed at SORB is a change of culture and mindset", Bump said, arguing the agency needs to go from passively managing information to actively seeking out information about people who are out of compliance.

Bennett said 842 unclassified sex offenders who were flagged by auditors can not legally be classified because they can not be located. "The Sex Offender Registry Board is supposed to be collecting information, putting it in a registry, having hearings, making legal decisions and making legal arguments", Bennett said.

Sex offenders are not allowed to decorate or participate in Halloween activities.

Police added that they monitor all of the registered sex offenders, whether they are listed or not.
