Illinois House rejects gun 'bump stock' ban as too broad”

Bump stocks will stay legal in IL for now, after a bill banning them failed in the House.

Bump stocks were found on 12 of the rifles stockpiled by the gunman who killed 58 at a Las Vegas concert October 1.

Brian Mackey reports on the Illinois House's vote on whether to ban bump stocks and other trigger modification devices. They don't affect the trigger but allow more rapid firing.

Moylan's bill defined trigger modification as any after-market adjustment "intended to accelerate the rate of fire of a firearm", which critics complained is virtually universal.

Arguments fell along the well-worn geographic line that often divides gun debates in IL, pitting Democrats from Chicago and other urban areas faced with street violence against lawmakers from more rural areas, particularly in southern IL, where Democrats and Republicans often see eye-to-eye on gun rights.

Republican Rep. C.D. Davidsmeyer of Jacksonville said trigger modification for an edge in competitive shooting is routine. He said Moylan's measure would mean "turning law-abiding citizens into criminals". "Things they now own are going to be illegal". It directs the state Auditor General to examine the 10-year pact with Atlanta-based Morneau Shepell. CMS administrators waived requirements under state law that Morneau had to show plans to involve minority- and women-owned business participation.

The Illinois House voted Wednesday to override Gov. Bruce Rauner's veto of the measure.

The Illinois Senate has wrapped up work for the week but the House will be back to work Thursday during the Legislature's fall session. The devices can make semiautomatic rifle fire nearly as quickly as machine guns. It's a topic that came to light after the Las Vegas shooter, Stephen Paddock, used a bump stock to enhance the firing on his guns.

Supporters of the measure tried urging lawmakers to vote for the measure now to avoid yet another tragedy from happening.

Critics say he's overreaching.
