Neither would speculate when Bevin might call the special session but Thayer said he is encouraging members to make no travel plans between Thanksgiving and Christmas, emphasizing he based that on the calendar and not on any information he has from Bevin about the timing of a session.

"We're looking at double-digit cuts across the board in government if we don't pass this bill", Thayer said. "He doesn't have a compromise on this bill going into this session".

In the meantime, a number of town halls have been held and scheduled throughout the state, with public workers and teachers filling meeting spaces in the days before and since the proposal's release. Hoover said members raised Bevin's comment "a few" times during the caucus. "This affects a lot of people". "We're actually trying to address this the right way". "I don't like the rhetoric and the misinformation, but that probably comes with the territory".

We talked with a state worker who says she's anxious about her family as the plans calls for a three percent additional contribution for teachers and other public employees in order to fund retiree health care plans.

Hoover said he expects some changes to the bill including some "tweaks" to those provisions on health insurance and re-employment.
