The Ministry of Civil Aviation (MoCA) is likely to frame guidelines for the use of drones / unmanned aerial vehicles (UAVs) by civilians, on Wednesday. Until now, however, the use of such consumer drones was not officially allowed in India.

The Nano drones are the ones that are weighing under 250 grams.

"Except for nano category and those operated by government security agencies, all other commercial categories of drones will be registered by the DGCA, which will issue it a Unique Identification Number", Choubey said.

The drone has been divided into five categories. There are four categories above this: 250 gram to 2 kg; 2-25 kg; 25-150 kg and above 150 kg.

Besides "RFID/SIM", drones should have return to home option and anti-collision lights, as per the draft rules.

RFID (radio frequency identification) is used for the identification objective electronically.

The secretary added that 50 kilometers areas from the worldwide border will be no drone zone.

One can not fly a drone above operational aerodromes, and flying a drone within 5km of Vijay Chowk is Delhi, within 500 meters from strategic locations, from mobile platforms such as auto, ship or air craft, over eco-sensitive zones like national parks and wildlife sanctuaries (unless approved by Environment Ministry), is not allowed.

"We are making the rules very very user-friendly", Civil Aviation Secretary RN Choubey told reporters. "So, we chose to go ahead and develop a regulatory framework".

Various restrictions have been proposed to ensure that drones are used only for valid purposes and there would be "no drone zones". All drones will be required to fly below 200 feet.

Addressing a press conference, Civil Aviation Minister Ashok Gajapathi Raju said, "Drones have a lot of capability, hence, it was generating a lot of interest. People are also working on "air rickshaws", Sinha said. It is on website for public consultation.

The policy will be implemented by January 1, 2018, MoS Jayant Sinha said.

The goal is to facilitate innovative applications of this technology, he said. These drones won't need any security clearance for flight. We have studied various policies from all across the globe and formulated a drone policy which would encourage this industry.

Currently, aircraft rules do not cover use of drones as well as their sale and purchase.

"By December 31, we will be in a position to come up with the final regulatory framework for the use of drones", Civil Aviation Secretary R.N. Choubey added.
