Solar groups mull ITC's mixed bag of recommendations in Section 201 case”

A USA trade commission is recommending that the Trump administration impose tariffs or other restrictions to slow an influx of low-priced solar panels imported from China and other countries.

Earlier in September, two US solar cell manufacturers, Suniva Inc. and SolarWorld AG, requested for safeguard actions to protect USA industries, saying they faced blows from growing imports of solar cells. The report will be made public "promptly" after its submission, according to Section 201 of the Trade Act of 1974. President Donald Trump is expected to make a final decision by mid-January. None of the commissioners' recommendations aligned with the. Commissioner Meredith Broadbent did not recommend an ad valorem tariff, but rather advocated for quantitative restrictions to be set at 8.9 gigawatts in the first year, and increased by 1.4 gigawatts each subsequent year.

USA media said that the ITC concluded such a recommendation among others on Tuesday. Renewable energy made up 14 percent of all USA electricity sales last year and in September, the Energy Department said a solar power initiative enacted by former President Barack Obama reached a goal for cost competitiveness three years early. Suniva's petition is opposed by the Solar Energy Industries Association, the sector's primary trade organization.
