A MI legislative committee has voted to let people with extra training carry guns inside churches, schools and other places now off limits.

The changes are contained in Senate Bills 584-586, both of which passed in Michigan's Republican-controlled Senate on Wednesday. But passing it sends a signal to the Department of Health and Human Services, too, that they shouldn't be denying people as foster parents because they own guns.

Structured to end the allowance for concealed pistol license holders in MI to carry openly on school campuses, which has proved to be a sore spot on occasion, the carry bills would instead shift to codify the right for CPL holders to carry concealed in those same areas.

But Sen. Rebekah Warren, D-Ann Arbor, said law enforcement officials who investigated a recent mass shooting at a Walmart said the "good guys" with guns who tried to intervene only made things more hard.

One Republican, Sen. Marty Knollenberg, R-Troy, joined Democrats in voting against the legislation. It also wouldn't bar universities from using their constitutional powers to regulate the carrying of guns on their campuses.

When Snyder vetoed the proposed elimination of gun-free zones in 2012, he primarily expressed concern that the bill would not have let public entities such as schools, day care facilities and hospitals choose to remain gun-free.

Republicans voted down Democrats' amendments to forbid people convicted of domestic violence or on the federal "no-fly" list from getting a concealed pistol license.

"If you're too unsafe for Southwest, you should be too risky for Smith & Wesson", Hertel said.

Twenty-five Republicans voted for the main bill.

At Tuesday's committee hearing, the bills won support from groups such as the National Rifle Association and the Michigan Coalition for Responsible Gun Owners. "As parents, we're outraged that lawmakers are even considering gutting common-sense laws that protect our children and their school communities", said Emily Durbin with Moms Demand Action.

"It will make sure younger people are ready to hide carry, as they are now allowed by law to possess and open carry a firearm". But it's not known when the House will take up the bills, except that it will not be before the Thanksgiving break.

The package was led by Senate Majority Leader Arlan Meekhof, R-West Olive, who said concealed weapons could serve as a deterrent when somebody was looking to cause harm. It also includes standards for gun storage by foster parents and allows foster parents to carry a gun on their person in the presence of a child. They called it the "pistols in preschools" legislation, warned of accidental shootings and chaos for police responding to active shooters, and said it could boost liability insurance costs.
