Human rights groups and activists have alleged that since the drug war began in July past year more than 12,000 civilians have died, a claim that Duterte and government security forces have denied.

Globalisation has brought its share of benefits to the world economy but also caused problems for less developed countries, said Philippine President Rodrigo Duterte yesterday.

Duterte, who came to power on the back of his promise to defeat drug lords and prevent his country from devolving into a "narco-state, ' admitted in August that his nation had failed to fix the Philippines" drug problem due to lack of equipment, hard terrain, and the brevity of his presidential term. Russia President Vladimir Putin lauded President Rodrigo Duterte - on November 10, during a bilateral meeting held at the sidelines of the Asia-Pacific Economic Cooperation (APEC) Economic Leaders' Meeting (AELM) in Vietnam - for quelling the terrorists who attacked Marawi.

Duterte said as the fulcrum of several integrated mechanisms such as Asean, APEC can be instrumental in promoting more inter- and intra-regional trade, investment and people-to-people connectivity between other economic blocs.

Duterte said a year ago he would be "happy to slaughter" three million drug addicts and branded then-US president Barack Obama a "son of a whore" for criticizing the drug war.

In 2015, before his remarkable run to the presidency, he told the Philippines edition of Esquire that he had "maybe" killed someone by stabbing them when he was 17.

His spokesperson Harry Roque told CNN that Duterte likes to use vibrant and jestful language when speaking to Philippine nationals overseas. The President uses colorful language when with Pinoys overseas, Roque said.

"In Davao, I used to do it personally. (There are also) bombings there like (in) America, then you have recently, (in) France and Russian Federation", he said. "I was really looking for a confrontation so I could kill".

He's said that he had taken part in at least one raid on suspected kidnappers during his tenure as mayor, which ended in the suspects' deaths. His spokesman, Martin Andanar, has denied that he was involved. Late past year, he said that he had thrown a kidnapper out of a helicopter, threatening that corrupt officials would suffer the same fate.

Reporters asked if he was serious with this idea, and he simply said that he will consult it first with the heads of states.

Duterte recently scaled back his campaign against illegal drugs, tapping the smaller Philippine Drug Enforcement Agency as the lead government body to enforce the campaign and relegating the police force to a supporting role.
