BCCI says no need to follow World Anti-Doping Agency regulations”

BCCI CEO Rahul Johri, in a letter to the World Anti Doping Agency (Wada), Nada and sports secretary Rahul Bhatnagar on Wednesday, made several technical points claiming that Nada had no jurisdiction over Indian cricketers.

"The COA met on Thursday night and did a detailed study of the anti-doping process in place in the BCCI and the feeling is that there is no need to come under NADA as there is provision already for tests at different stages in domestic cricket and when it comes to global cricket, the BCCI is already compliant with WADA and tests are conducted so there is nothing extra that comes with aligning with NADA", a senior BCCI official told CricketNext.

The International Cricket Council is a signatory to the WADA code and Johri said that as an ICC member the Indian body has implemented the ICC anti-doping code since 2011.The doping debate in Indian cricket escalated when WADA announced this year that a domestic player - who was not named - had tested positive for a banned drug.

BCCI had responded to the NADA after consulting with the Committee of Administrators (COA).

The board was forced to come out with a reply after TOI's exclusive report on October 28 highlighted the contents of a letter by Wada to sports minister RVS Rathore, where it had warned that Nada could be disaffiliated if Indian cricketers were not brought under its anti-doping programme. "Since the CEO of NDTL is sports secretary, the dope testing for BCCI is conducted under the aegis of the Sports Ministry", wrote Johri.

The BCCI, in its response to NADA as well as the Department of Sports, said in regards to the Indian cricketers coming under NADA ambit that it is an autonomous body and it can not be subjected to the National Anti-Doping Agency's jurisdiction. There was no requirement for Nada to test cricketers because the BCCI was not a national sports federation, Johri stated. "BCCI has adopted the WADA list of prohibited substances and prohibited methods, as amended by WADA from time to time, as more particularly set out in Article 4.1 to 4.3 of the BCCI code", it added.

Johri said BCCI's existing anti-doping mechanism is robust enough. "You will appreciate that for analysis and testing of samples, BCCI adheres to the WADA International Standard of Laboratories and the WADA International Standard for Testing and Investigations", the letter read. He also said that BCCI has consistently reported the highest number of sample testing in the world amongst all cricket boards.

"It ends the letter with", in light of the aforesaid, there is no requirement for any BCCI Official to coordinate with NDA for dope testing of Indian Cricketers either during competitions or out-of-competitions".
