"The prisons department plans to train the beggars so that they can work at the fuel stations where we provide manpower", he added.

Citing a municipal survey conducted two years ago, he said a chunk of around 6,000 beggars in the city do so willingly.

The Telangana prisons rehabilitation programme for beggars sounds good on paper, but even the department's press notes describe begging as a "menace" and betray its intentions.

"We will also report for criminal action against those beggars who are able to earn but (prefer to) indulge in professional begging", he said.
