It's not known what kind of payload was used, but whatever it weighed, Williams estimates the Hwasong-15 could reach all of North America.

However, all that is thrown into question if the payload - the nuclear warhead itself - is much heavier than whatever the payload was for Tuesday's launch. If it was a light payload on Tuesday, as some believe - something like 100-200 kg - then replacing it with a half-ton warhead could cut the range by a third, Wright said.

"Really it's a situation where you can try to contain it and defend against it", said Klingner, a former chief of the CIA's Korea branch.

While Trump has been bellicose at times in rhetoric towards North Korea, Tillerson has persistently held out hopes for a return to dialogue if North Korea shows it is willing to give up its nuclear weapons programme. We do think they could do more with the oil.

"If they did have a warhead, speculatively, that was about 300 kg, that would be a big deal".

The missile's trajectory also plays a large part in determining the distance it can travel.

At least one Western expert said the missile's lofted trajectory suggested an actual range of 13,000 kilometers - enough to hit every major United States city.

It was not clear whether General McMaster's comments were meant to signal a true willingness to go to war, or whether he was simply trying to shake the North Koreans - and the Chinese - into believing that Mr. Trump, unlike his predecessors, was perfectly willing to reach for a military solution to the problem. It's unclear whether the country has perfected re-entry technology that would allow a warhead to survive the final leg of its journey toward its target. That part might be the easiest to achieve, Williams said.

Trump's tweets further inflamed tensions reignited this week after North Korea said it had successfully tested a new intercontinental ballistic missile in a "breakthrough" that put the USA mainland within range of its nuclear weapons whose warheads could withstand re-entry to the Earth's atmosphere. "They are exercising them, and I would be surprised if they are going to rest on their laurels as opposed to continue to develop new and more capable systems". "If anything, they might have pushed hard to get their tests done before the start of the Olympics".
