Leading German politician calls for a United States of Europe by 2025”

The current leader of the centre-left social democrats (SPD) was speaking at his party conference when he unveiled his European ambitions.

Martin Schulz, 61, the SPD leader, faces a torrid three days at the party conference in Berlin after his U-turn on holding talks with Mrs Merkel, 63.

He made the plea in a speech to 600 of his Social Democrats at a congress to decide whether to start coalition talks with Angela Merkel's party.

"I want a European constitutional treaty that creates a federal Europe", said Schulz, the former European parliament president, proposing a written convention involving civil society and citizens.

Any EU members who did not agree with this federal constitution should then automatically leave the EU, said Schulz.

With that in mind, Martin Schulz told a party congress that he wants the European Union to agree to a new constitutional treaty which creates a federal Europe, which can act together in policy in areas including domestic and foreign security, tax and monetary affairs and asylum and worldwide development. Later on Thursday, SPD delegates are set to vote on a motion submitted by the party's leadership laying out the prerequisites to enter negotiations with the chancellor.

He suggested a target year of 2025, one century after the SPD first spoke of a future "United States of Europe". A Europe that is no threat to its member states, but a beneficial addition.

'Europe is our life insurance, ' said Schulz.
