Last June a controversial independent review of British Cycling into claims of bullying and discrimination concluded "good governance was lacking" and a "culture of fear" existed.

Slevin will replace former motor industry executive Jonathan Browning who took up the role on a temporary basis previous year while British Cycling went through a period of radical change following an independent review of its culture and working practices.

Slevin's appointment is the latest in that overhaul, with Julie Harrington and Stephen Park appointed as chief executive and performance director respectively past year.

Harrington said British Cycling had a "duty of care" to any rider in this situation and had offered its support, although it must always be mindful of its responsibilities as a regulator and its commitment to clean sport.

"I bring a long-held passion for cycling, combined with a career that has been committed to helping organisations maintain high performance and manage change, whilst upholding the best standards of governance".

"At the same time, I want British Cycling to work with everyone across the sector, as we look to live up to our ambition to be a world-class governing body and a leading cycling nation".

But Froome has continued to race, and British Cycling chief executive Julie Harrington said: "In terms of the detail, Chris Froome isn't banned and he is available for selection".

A keen amateur cyclist, Slevin told reporters in Manchester that he started as a mountain biker but now enjoys road cycling and watched last year's Tour de France when it passed near his holiday home in the Dordogne.

Slevin has joined British Cycling on a part-time, unpaid basis and will continue in his main job as the executive chair of House of Fraser.

"It's been a blow to the whole of cycling and the athlete himself, and clearly the coverage before Christmas wasn't pleasant for all concerned", she said.
