Trump, GOP congressional leaders to meet at Camp David

Trump, GOP congressional leaders to meet at Camp David”

Hogan Gidley, a spokesman for the White House, said Mick Mulvaney, director of the Office of Management and Budget, is set to meet with congressional leaders Wednesday to reach an agreement on immigration and spending.

As the holiday season comes to a close, Republicans and Democrats are opening the new year by resuming debate over a measure to fund the government through the end of 2018. Spending. Republicans want to take care of the Pentagon and a small handful of other items, while democrats hope to lift both military and non-military spending levels at the same time. Leading Republicans are also calling for so-called "reform" of the basic entitlement programs, Medicare and Social Security. "But with some Republicans in Congress looking to possibly tie the issue to the budget fight, getting what he wants will be hard".

Even though Republicans control both chambers, Democrats have leverage because any resolution will need at least 60 votes to get through the Senate. In other words, it will allow for a deal that would be far less favorable to immigration activists than one that could be forced through a spending deal that required Democratic votes.

One year after formal conference talks with the House died at the conclusion of the 114th Congress, Senate Energy and Natural Resources Chairwoman Lisa Murkowski (R-Alaska) is aiming to secure floor time for an updated version of the bill that once passed the Senate by an 85-12 margin (E&E Daily, Dec. 21, 2017). The GOP wants to hang onto its House and Senate majorities. But House Speaker Paul Ryan has pressed for cuts to spending on anti-poverty programs and said recently that "it's the ideal time to do welfare reform". He said the lawmakers are trying to work quickly to get it out of the way before campaigning for the congressional elections in November gets fully underway.

House Republicans are taking the lead.

In this holistic view of welfare reform, Rector expects, the Administration could promote principles such as work requirements, removing marriage penalties from benefits, paying programs for outcomes rather than services provided and moving the cost burden of welfare programs more to the states.

The White House on Tuesday discussed President Donald Trump's upcoming agenda for the new year, detailing that the president "first and foremost" will look to strike a budget deal that provides realistic budget caps.

Republicans do still have the option of using budget reconciliation for fiscal 2019 to push through legislation without Democratic support.

Both parties are focused on a bipartisan reauthorization of the Children's Health Insurance Program; a legislative solution for the almost 800,000 "Dreamers", or undocumented immigrants brought to the United States illegally when they were children; and a long-term reauthorization of the foreign surveillance law expiring after January 19.

Any deal on the Deferred Action for Childhood Arrivals program must also forbid immigrants from sponsoring family members to join them in the United States, end a program that allots visas to people from countries with low rates of migration to the United States, and provide money for a wall on the Mexican border, a White House spokesman said Tuesday.

President Trump has brought up infrastructure, and the White House is reportedly working on a roughly 70-page proposal to be released this month as a blueprint for legislation. It's veterans. It's people who are needing opioid relief.

Pelosi has revived the demand for a "DACA fix" in the new round of budget negotiations, but there is little doubt that this is again an empty threat. Trump has countered by demanding that extension of DACA be coupled with savage border enforcement measures, including congressional authorization and funding to build his much-promised wall along the US-Mexico border.

The biggest issue that Congress will aim to tackle right away is the repeal of the DREAM Act, which has put thousands of undocumented Americans brought into the U.S.as children in danger of being deported back to home countries many don't even remember.

Now the various factions have a chance to use the January 19 deadline to force their own priorities.

What if, you may be asking, the appetite among all players to punt the hard questions overrides everything else, and they just pass another short-term bill to buy more time?
