Governments that crack down on migrants are only harming themselves, Secretary-General warned on Thursday ahead of United Nations talks on a global response to migration boycotted by the.

António Guterres is calling for a collective shift to celebrate the worldwide benefits of migration as part of an ambitious plan to create a more humane global strategy on the issue. "It powers economic growth, reduces inequalities, connects diverse societies and helps us ride the demographic waves of population growth and decline", said Mr. Guterres, launching Making Migration Work for All at UN Headquarters, in NY.

As noted in his report, migrants make an important contribution to global development, both for their work and for sending remittances to their countries of origin.

"The majority of migrants live and work legally", said the United Nations chief, noting however, that "others live in the shadows, unprotected by the law and unable to contribute fully to society".

"Authorities that erect major obstacles to migration - or place severe restrictions on migrants' work opportunities - inflict needless economic self-harm", Guterres said. "They impose barriers to having their labor needs met in an orderly, legal fashion". Aspiring migrants, denied legal pathways to travel, inevitably fall back on irregular methods.

Governments that crack down on migrants unintentionally encourage illegal migration and harm their own economies, Guterres warned.

The UN secretary general is urging the governments of member states to open up more routes for migration and take steps to promote and safeguard foreign labour. He said the compact has to be finalised this year.The report, Making Migration Work for All, highlights that there is a clear body of evidence that, despite real challenges, migration is beneficial both for migrants and host communities, in economic and social terms. Unfortunately, others live in the shadows, unprotected by the law and unable to contribute fully to society. "And a desperate minority put their lives at risk to enter countries where they face suspicion and abuse".

The Secretary-General said the consequences include increased mistrust and policies aimed more at stopping than facilitating human movement.

Calls for stronger cooperation to address migration followed the 2015 refugee and migrant crisis in Europe when countries were overwhelmed by the flow from and. By the end of 2017, the United States announced their withdrawal from the elaboration of the Global Compact for Safe, Orderly and Regular Migration, because of its provisions deemed contrary to Donald Trump's migration policy.

The U.N. estimates 258 million international migrants worldwide in 2017 - comprising 3.4% of the global population - with 106 million of them originating from Asian countries.
