Authorities: Gunman who killed deputy had several weapons”

Riel was previously known to Douglas County sheriff's deputies for posting rants on YouTube targeted at Spurlock and other local law enforcement officers.

November 14, 2017: A detective with the University of Wyoming Police Department reached out to Lone Tree police regarding Riehl and social media posts that he had made that were possibly threatening to the university.

The Wyoming police report provides a narrative of a man who was suffering from mental illness and who had alienated those closest to him.

That in 2014, Riehl had walked away from a VA hospital in Wyoming where he was being treated for what was called a psychotic episode.

"There were well over 100 rounds fired", said Douglas County Sheriff Tony Spurlock, adding the deputies "all went down within nearly seconds of each other, so it was more of an ambush type of attack on our officers".

More than 100 rounds were fired over the prolonged ordeal which ended after SWAT officers entered and shot and killed Riehl in a shootout.

Deputies then received a second call of a domestic disturbance from Riehl's roommate at approximately 5:35 a.m.

The report indicates, Riehl's brother said he was diagnosed with bipolar disorder and suffered a 'manic breakdown'.

Later, he tells a police dispatcher that a man had invited him to his house and was acting strangely. Following his deployment, Riehl refused to take his medication to treat his condition.

Report sources also said Riehl would use his law degree to intimidate people and threaten lawsuits. She acknowledged her son had not yet threatened anyone with bodily harm. He was located and returned to the facility, where he was placed on a 72-hour mental health hold. "He's got a website and he's been putting up some insane stuff up there, would you get ahold of him?" said Leon Chamberlain, Riehl's colleague in the National Guard. During those times, Riehl would bounce back if he connected with a mental health provider or a friend, Chamberlain told police.

Baldwin said Riehl was on the honor roll in 2007, but faculty had identified him as a troubled student.

It appears most of Riehl's legal career was spent in Wyoming.

"When I received the messages sent from Riehl to Chamberlain there was nothing threatening in them, but they were as Chamberlain described in that they did not make sense", the officer wrote in his report. According to the report, her attempts to get Lone Tree Police to help her son were unsuccessful.

That he had written harassing emails and social media posts about professors at the University of Wyoming Law School, from which he had graduated. What followed was a series of inflammatory posts and emails from Reihl directed at Lone Tree police. Lekander would not say whether investigators found any of those weapons in Riehl's apartment.

February 18, 2017: Riehl was issued a citation for careless driving for a traffic accident he was involved in.

In June, LTPD conducted a welfare check on Riehl at his mother's request. Officers spoke to Riehl for nearly 14 minutes through a closed door as he would not let them in. Mental health service information was provided to the suspect and his family, but they denied services offered. He told police that his mother and brother had made a suicide pact and were a danger to the community. The court found Leavitt attempted to run over an officer when his auto was cornered. The family told police that he had moved to Rawlins, Wyo. Because of a lack of probable cause, there were no charges filed against Riehl over this incident.

Wyoming associate professor Jason Robison, who was teaching two environmental law classes at the time, recalled how frightening it was when law school officials announced at a faculty meeting that several professors had been getting threats from an alumnus who recently had surrendered his Wyoming law license.

On Nov. 21, Lone Tree police issued a statewide bulletin to law enforcement about Riehl so other officers would be aware of him, Wyoming police reported.
