Colombia paralyzes dialogue with ELN after new guerrilla attacks”

The recent attacks threaten to end the peace negotiations between the group and the government. The negotiating teams are in Quito, Ecuador, which is hosting the talks. It was not confirmed if the decision was made over the attacks and if the talks are now over.

United Nations spokesman Stephane Dujarric said Guterres will meet with Santos and other civilian and military officials from the government Saturday and will hold talks with leaders of the FARC, the Roman Catholic Church, civic groups and the United Nations mission. FARC rebels reached an historic peace agreement ending the region's longest-running conflict in 2016, an event that many credit with paving the way toward ELN peace talks. In a separate attack near the frontier, a sniper killed a Colombian soldier.

His trip was announced Wednesday as the Security Council was meeting to discuss the United Nations mission in Colombia monitoring the 2016 cease-fire agreement that ended more than a half century of conflict between the government and the Revolutionary Armed Forces of Colombia, the largest rebel group known as the FARC. The rebels also accused the government of failing to live up to their end of the accord during the 101-day ceasefire.

"The National government", Santos continued, "was always ready to extend ceasefire with that organization and negotiate a new one".

However, the attacks "should not alter the course of the talks to achieve a political resolution to the conflict", the group said. He added that they're seeking a response from the government to see if it is interested in finding a way out of this incident.

In the agreement between the two sides three months ago, the rebels agreed to stop their attacks while the government promised to improve the conditions of the rebels that are in jail.

The members of the Security Council echoed the Secretary-General's concern about increased insecurity in some of the areas affected by the conflict, welcomed the important efforts by the Government of Colombia to address these concerns, as well as steps to address other issues including access to land, and looked forward to their swift implementation. Before the deal, the group was the biggest in Colombia.
