South Korea has proposed working-level talks with North Korea on the latter's participation in the Winter Olympics set for February, the South's unification ministry said on Friday.

The talks were held for the first time since 2015 and Moon credited Trump for sparking them, according to Reuters. Technically, South Korea and the USA remain at war with North Korea after the Korean War ended in 1953 with an armistice instead of a peace treaty.

Talking about Pongyang's nuclear and missile programmes today, the Russian President said: "I think that Mr Kim Jong-un has obviously won this round".

A White House statement said the two leaders discussed Macron's recent visit to China and committed to continue to apply pressure on North Korea.

"North Korean Leader Kim Jong Un just stated that the "Nuclear Button is on his desk at all times".

The Trump administration has said it prefers a diplomatic solution to the crisis, but that all options are on the table, including military ones.

The president added that the talks wouldn't necessarily be held without preconditions.

"You'll see that a lot with me", Trump said of his tweets, The Journal reported,"and then all of the sudden somebody's my best friend".

While he referred to Jong-un as "rocket man", his rival had previously called him a "mentally deranged dotard".

Trump said the stop-and-go nature to his strategy with North Korea is intentional and part of a broader goal.

The U.S. retains 28,500 troops in South Korea, a legacy of the 1950-53 Korean War that ended with an armistice rather than a peace treaty, leaving the adversaries in a state of war for the past six decades.
