United Nations pushes countries to open up migration despite USA boycott”

Governments across the world are inflicting needless economic self-harm by creating barriers to migration, UN Secretary-General Antonio Guterres said on Thursday.

The Portuguese diplomat presented at the UN General Assembly his report Making Migration Work for All, which collects data from the great human movements on the planet.

"As they impose barriers to having their labour needs met in an orderly, legal fashion, worse still, they unintentionally encourage illegal migration".

The "States need to strengthen the rule of law underpinning how they manage and protect migrants - for the benefit of their economies, their societies and migrants themselves", said United Nations chief in this report.

The comments could be seen as a jab at U.S. President Donald Trump's administration, which had been taking steps to crack down on migration. "Aspiring migrants, denied legal pathways to travel, inevitably fall back on irregular methods", he added.

Explaining the United States decision to withdraw from the pact, U.S. ambassador to the UN Nikki Haley said: "Our decisions on immigration policies must always be made by Americans and Americans alone".

Calls for stronger cooperation to address migration followed the 2015 refugee and migrant crisis in Europe, when countries were overwhelmed by the flow from Syria and Libya.

According to data in his report, the number of global migrants has grown by 49 percent since 2000 and worldwide cooperation is essential in that regard, as the trend indicates that the number will continue to rise.

The majority of migrants move across borders legally, but Guterres warned in his report that climate change and demographic trends will lead to a further spike in migration in the future.

Mr Guterres said migration should be seen as a positive phenomenon and the world must "celebrate migration's contributions to prosperity, development and worldwide unity".

However, the U.S. will be absent from the event, which aims to adopt a global compact on the issue by December.
