Just over a week ago, it was reported that Michel Barnier, the EU's chief Brexit negotiator, had drawn up guidelines demanding mass migration continues after Brexit, contradicting an agreement struck with the United Kingdom in December.

But former UKIP leader Nigel Farage praised Mr Mogg for "holding the Government to account on Brexit backsliding".

Davis said he wanted all "substantive" negotiations to be completed by March 2019, arguing it would be a mistake to allow them to drag on into the transition period.

Rees-Mogg, a leading pro-Brexit voice in Parliament, accused Davis of giving "weak" answers and turning Britain into a "vassal state" by planning to keep it closely-wedded to European Union institutions during transition.

Mr Davis replied: "If that were going to be the case in perpetuity, my answer would probably be yes, but the answer for a short time, no".

"I would expect it before the end of March", Davis told a parliamentary committee when asked when the terms of the transition deal would be agreed.

The minister for Brexit brushed off this by saying: 'Right.

However, the European Parliament's Brexit coordinator Guy Verhofstadt has reportedly said the bloc will not budge on the issue of "citizens' rights" and other EU negotiators expect the United Kingdom to back down on the issue to secure agreements in other areas.

"We may well be involved in scientific research issues, for example where we make a contribution - Erasmus for example. Why?"

Davis replied that in the future Britain would no longer be bound by the rules of membership of the EU's custom union that are now preventing it from negotiating trade deals with nations outside the EU.

"What this means is that we would have to maintain a common external tariff barrier (only about 2.4% on non-agricultural goods) and give up some freedoms in terms of negotiating our trading arrangements with third countries".

He said some "fine detail which I'm not anxious about" could be ironed out at a later date. "But I don't see us paying for access".

He also revealed that Britain would continue paying into the European Union during the transition period, potentially before all the details of the final deal have been agreed, but stressed that Britain would not pay to access the single market as part of the permanent deal.
