Bombardier employs about 4,000 workers in Northern Ireland, whose Northern Irish political party is helping keep Prime Minister Theresa May in power.

Bombardier called the ruling a "victory for innovation, competition and the rule of law". "The C Series is the most innovative and efficient new aircraft in a generation".

"We are very pleased with today's vote by the ITC, which confirms Canada's position that Boeing is not commercially threatened by Bombardier's C Series aircraft", Canada's minister of foreign affairs Chrystia Freeland said in a statement.

Three months ago, with the jetliner's access to the US market in doubt, Bombardier turned to a powerful partner: Airbus SE.

Bombardier had argued in its final submission to the ITC that throughout the investigation, "Boeing has been forced to rely on a combination of exaggerations, shifting criteria, and pure conjectures". It alone is responsible for the design, manufacture and assembly of the advanced composite wings for every CSeries aircraft.

Shares gained almost 15% to $3.52 after the ruling.

The February gold contract was down $10.80 to US$1,352.10 an ounce and the March copper contract gave back two cents to US$3.20 a pound.
