Arguing that the bill signed into law by Florida Gov. Rick Scott, a staunch ally of the National Rifle Association, on Friday is invalid under the Second and Fourteenth Amendments to the U.S. Constitution, the NRA said it imposed a "blanket ban" on law-abiding citizens aged 18 to 21 from purchasing guns. It requires an extended three-day waiting period for handgun purchases, including long guns, and it bans bump stocks, which convert semi-automatic firearms into automatic ones.

The complaint also says the law violates the 14th Amendment's equal protection clause by banning adults between 18 and 21 from buying guns but does not apply such a ban to adults 21 and over.

Under the voluntary program, teachers who "exclusively perform classroom duties" won't be allowed to carry guns unless they have military or law enforcement experience or teach a Junior Reserve Officers' Training Corps program.

"We reacted to a terrible situation, our Legislature came together, these families showed up, they were active, students were active", he said.

"To the students of Marjory Stoneman Douglas High School, you made your voices heard", Scott said. He praised the Legislature, contrasting its quick action with what he called the inefficiency of the federal government in Washington.

"Allows law enforcement to seize firearms when a person has been detained under the "Baker Act.' Also prohibits a person who has been "adjudicated mentally defective" or who has been 'committed to a mental institution" from owning or possessing a firearm".

"Will this bill make a huge investment and dramatically improve school safety, in the hopes of never seeing another tragedy like this again?"

"The community's demanding action, they want something done", said Rubio on CBS television. "We call on more states to follow Florida's lead and create meaningful legislation to make all schools safer".

"I'm going to review the bill line-by-line, and the group that I'm going to be talking to, the group that I care the most about right now, because it impacted them so much, is the families", Scott told reporters Wednesday.

"I know the debate on all these issues will continue, and that's healthy in our democracy".

Other school employees, however, are allowed to allowed to participate in the program. Adams said in a release that students will call and write legislators, learn how to "speak truth to power", and build a Students' Bill of Rights. Meanwhile, the 19-year-old former student accused of assaulting the school went before a judge. "It's a baby step but a huge step at the same time".

President Donald Trump congratulated Florida lawmakers, saying they "passed a lot of very good legislation".

Both the House and Senate discussed the budget bill (HB 5001) on Friday, which was the last scheduled day of the 2018 Session. Prosecutors have not announced a decision.
