Both the Senate and House of Representatives agreed to the earlier amendment by the House of Representatives that the National Assembly election will come first, followed by governorship and state Houses of Assembly and finally the Presidential election which will now come last.

He said that he was in support for the establishment of the Electoral Offences Commission because INEC would find it hard to efficiently prosecute electoral offenders and focus on its enormous responsibilities simultaneously.

He said that the bill would bring different electoral offences, some of which existed in the statute books into a coherent legislation. Mahmood Yakubu said "the establishment of the commission would enable INEC to focus on its mandate rather than attending to electoral litigations". He also suggested that the appointment of the secretary of the commission be made by the commission itself and not by the President.

Chairman of the Senate committee on INEC, Suleiman Nazif, stated that over the years, statistics showed that the various electoral offences and crimes orchestrated by politicians have cast shadows over the nation's electoral process. "That responsibility will now lie with the electoral commission and so INEC can now focus on delivery free and fair election in line with its mandate, " he said. "But you understand the tendency of the average Nigerian politician, they politicise everything".
